Im Auftrag des Bayerischen Ministeriums für Landwirtschaft und Forsten (BayStLF) wird der vom Europäischen Ausrichtungs- und Garantiefonds für die Landwirtschaft (EAGFL) finanzierte "Plan zur Förderung der Entwicklung des ländlichen Raums in Bayern" (EPLR) (VO (EG) 1257/1999) nach der Hälfte der Laufzeit evaluiert. Federführend für diese Halbzeitbewertung des EPLR ist die Forschungsgruppe Agrar- und Regionalentwicklung Triesdorf (ART) zuständig. Der Lehrstuhl für Wirtschaftslehre des Landbaues bearbeitet in einem Teilprojekt den Bereich der Bayerischen Agrarumweltmaßnahmen, speziell das Kulturlandschaftsprogramm (KULAP A) und das Vertragsnaturschutzprogramm (VNP). Die Halbzeitbewertung bietet die Möglichkeit, ggf. Anpassungen des EPLR vorzunehmen und die Programmdurchführung zu verbessern.
Die Arbeit beinhaltet v. a. die Überprüfung und Ergänzung der von der EU-Kommission vorgegebenen Kriterien und Indikatoren hinsichtlich spezieller Anforderungen an die Bayerischen Programme. Neben der Wirkungs- und Zielerreichungsanalyse werden im Rahmen einer Fallstudie die Modalitäten der Umsetzung des Programms kritisch betrachtet.
Project Description:
On behalf of the Bavarian Ministry of Agriculture and Forestry (BayStLF) an evaluation of the plan for rural development in Bavaria (German abbreviation: EPLR) has been undertaken. This plan is financed by the European Agricultural Guidance and Guarantee Fund (EAGGF) following the Council Regulation (EC) No. 1257/1999.
The research group Agriculture and Regional Developement Triesdorf (ART) is responsible for the mid-term-review process of the EPLR. The work group from the Department of Agricultural Economics is involved within a sub-project dealing with the different Bavarian agri-environmental programmes particularly with the Cultural Landscapes Programme (KULAP A) and the Contracted Nature Protection Programm (Vertragsnaturschutzprogramm). The midterm-review offers the possibility of adjusting the EPLR and for improving the program execution for the case of Bavaria.
The project is above all geared toward the examination and, if needed, supplementation to the criteria and indicators outlined by the European Union Commission with regard to the special requirements of the Bavarian programs. In addition to the goal reaching analysis and the analysis of impacts of the whole programme, the work group is focusing on the modalities of implementing the program by performance of a case study.
